CITB Funding Change:
What Employers Need to Know

Keeping on top of training and funding in construction isn’t always straightforward. The good news is there’s still plenty of support out there for businesses of all sizes.
CITB has recently announced a number of important changes, and they’re set to shape how employers access training & funding. So, we wanted to keep you informed, so you can still make the most of the opportunities available.
Short Qualification Grants – Major Changes Ahead
CITB pays grants for the achievement of approved short qualifications in core construction skills, such as NVQs (Level 2 and above), plant-related VQs, and certain health & safety qualifications.
Until December 2025:
- Management qualifications – £1,500 (first achievement only)
- Supervision qualifications – £1,250 (first achievement only)
- Standard short qualifications – £600
- Other specified awards (e.g. Level 2 Plant VQ additional units) – £300
- Award-level qualifications (Level 2 or higher) – £240
From January 2026:
- All short qualifications will be standardised at £600, regardless of level or subject.
- Award-level qualifications remain at £240.
What this means:
- Employers planning to put managers or supervisors through qualifications may want to accelerate this activity before the enhanced £1,250/£1,500 grants end in December 2025.
Long Qualification Grants
For longer programmes such as HNCs, HNDs, Degrees, or Postgraduate qualifications, grants remain available. These can be delivered flexibly, including by distance and e-learning. These grants provide vital support for individuals progressing to higher-level technical and professional roles in the sector.
The Skills & Training Fund – Closing Soon
The Skills & Training Fund, which has supported small, micro, and medium-sized employers to access training outside of the grants scheme, will close on 30 September 2025.
- Applications are still open until the deadline.
- From 1 September 2025, payment terms switch to payment upon completion (not up front).
- Existing agreements will be honoured.
- From October, the primary route will be through CITB Employer Networks.
Employer Networks – The New Route:
With the Skills & Training Fund set to close, Employer Networks will become the single channel for further developing businesses.
Employer Networks are an initiative set up & funded by CITB to simplify how employers access training and funding, and at the same time give local businesses a genuine voice in shaping the type of training delivered in their area.
The pilot scheme supported more than 1,000 employers train their employees, and 86% said the process of accessing training was simpler through the Employer Networks.
The best part is they’re free to join for any levy-registered employer. If you’re registered with CITB, up to date with your levy, and have an Employer Network in your area, you can get involved and start benefiting.

Leadership & Management:
CITB has been clear that strong leadership is critical to the industry’s future. With thousands of new managers and supervisors needed over the next few year to meet industry demand, funding remains available to help employers invest in developing their people.
Several routes are currently in place:
C-ILM Level 3 in Leadership & Management Practice (for Construction & Built Environment)
This programme is one of the most accessible leadership training opportunities currently available to the sector. Normally costing around £2,000 per delegate, it is now grant funded through CITB – meaning employers only pay the £169 ILM registration fee. Click here to find out more.
Leadership & Management Development Fund (for large employers)
CITB can help large businesses access up to £100,000 of funding to invest in bespoke leadership and management development.
The fund is non-competitive, meaning eligible companies don’t need to compete for limited places – support is available if the criteria are met.
It is open to construction employers with more than 250 directly employed staff and gives them the flexibility to design programmes that meet their needs. This could include enrolling teams on The OM Group’s ILM Level 5 Certificate or custom-built programmes. Click here to find out more.
What The Changes Mean for Employers:
These changes underline the importance of acting early and making informed choices:
- Employers planning to upskill managers or supervisors should consider using the enhanced grants before they reduce in January 2026.
- Businesses who have benefited from the Skills & Training Fund should prepare to transition into the Employer Network model.
- Leadership and management remain high priorities for CITB and the wider industry – funding continues to be available, but through specific routes.
